Building Pune: Civic body to prepare Local Area Plan for 4 metro stations
The Maharashtra government approved the Transit Oriented Development (TOD) policy in 2019 to encourage more people to settle near metro stations

With the metro rail poised to become the lifeline of Pune, the civic body has decided to prepare a dedicated Local Area Plan (LAP) for the one-km zone around metro stations.
Notably, the Maharashtra government approved the Transit Oriented Development (TOD) policy in 2019 to encourage more people to settle near metro stations. Accordingly, a 500-metre radius around metro stations was fixed as the TOD zone and Floor Space Indices (FSI) relaxed. TOD encourages the development of residential, commercial, and recreational spaces near transit hubs, reducing the need for long commutes and promoting sustainable urban planning. LAP will be based on the TOD policy.
“This (LAP) would help in proper planning of urban infrastructure alongside Metro routes considering high-rise buildings will come up due to increased permissible FSI and high population density. The citizens would be able to have the required civic amenities in the area… The existing space will be encouraged for redevelopment and open space will be used for creating necessary civic infrastructure for the citizens of the area,” said a civic officer.
“The city, at present, consists of three metro lines covering a stretch of approximately 37.3 km having 36 metro stations. The PMC (Pune Municipal Corporation) has taken up the Local Area Plan preparation for the identified pilot stretch of approximately one km buffer on either side which is approximately three square km area per station of each metro station,” said PMC City Engineer Prashant Waghmare.
Initially, LAP will be prepared for Swargate, Vanaz, Baner, and Pune railway stations.
“The experiences of the pilot initiative would be used for preparing LAP for all the stations and metro routes,” the officer said.
Objectives of Local Area Plan:
- Each LAP will sync with the Comprehensive Mobility Plan of the city
- Effective street network and connectivity
- Efficient integration with Public Transit
- Parking management for the area
- Effective utilisation of land under public domain
- Ensuring optimum FSI utilisation, redevelopment potential
- Upgrading physical infrastructure
- Ensuring sufficient social amenities
- Preparing regulations to have the infrastructure for high-density population
- Preparing urban design guidelines for safe and active streets
- Ensuring gender safety
- Ensuring pedestrian-friendly environment
