Maharashtra’s Technical Education board develops scheme to ‘learn while earn’

Theory portion shall be taught at industry premises by the faculty appointed by the institute.

The Maharastra State Board of Technical Education (MSBTE) has developed an enhanced “learn while earn” scheme where institutes with strong industry-ties can start new technical diploma courses wherein students will be able to learn while earning.

As per the Government Resolution issued in this regard, this innovative scheme aims to tackle two factors at a time – providing skilled manpower to the industry and reducing the dropouts after school education due to restricting socio-economic conditions.

Approving the revised policy, the state’s higher and technical education department envisions that less privileged eligible youths will get an opportunity to pursue their education and earn while the industry will get skilled manpower in their customised trade.

The scheme is developed in line with the National Skill Development Mission.

A senior official from the MSBTE explained, “These will be completely new diplomas, as opposed to the existing diploma courses run by the MSBTE in affiliated institutions. Any institutes having industry relations, or collaborations will get to apply to MSBTE under this scheme with their proposed customised diploma course which may vary in tenure. Institutes fulfilling the required parameters will be allowed to offer such courses. While the institute will take care of the teaching and class-work; the industry partner will ensure practical knowledge on the job and pay. MSBTE will conduct exams and issue diploma certificates.”

Among the approval criteria mentioned in the GR, foremost is the submission of the documents substantiating industry collaboration. The institute will also have to appoint 20 faculty members on permanent or contractual basis to run the courses.

The industry partner will have to provide a monthly stipend along with canteen, transport, insurance, medical and other facilities as per industry rules to the students of Learn while Earn Scheme.

“These diploma courses will depend more on practical training on-the-job with the industry partners with an aim that the batch will be absorbed in the company as soon as they finish the course,” shared the MSBTE officer.

Apart from conducting exams, MSBTE will also decide programmes and its duration along with the institutes. MSBTE will also work in curating the curriculum as per the requirement of industry from time to time by involving experts from specific industries.
Overall, MSBTE will work as an academic monitor which will also regulate admissions and academic calendar.
