RLDA invite bids to lease out commercial building space at Thane railway station

The Rail Land Development Authority (RLDA), a statutory authority under Indian Railways, has invited an Expression of Interest (EOI) from interested applicants for grant of leasehold rights of Vertical Leasable Air Space at the Thane railway station. The RLDA, in collaboration with the Thane Municipal Corporation (TMC), has proposed to have a multi-model transit hub on the east side of the Thane railway station, known as Station Area Traffic Improvement Scheme (SATIS)-E.

Under this scheme, RLDA is developing a commercial building on a land of about 9,000 sqm on the east side of Thane railway station near platform number 10A.

The proposed building of 11 floors (Tower- 1) will include a basement (for parking and services), ground floor and a mezzanine floor for railway facilities, a concourse level floor for bus movement and eight additional floors above the concourse for commercial use. The RLDA plans to lease the air space across these eight floors having total built-up area of 24,280 sqm for a period of 60 years.

The leasable area will be provided as bare-shell structure, while the common areas and utilities will be fully constructed by RLDA. The tentative date for handing over the leasable space in Tower-1 is set for June 30, 2026.

The first SATIS project at Thane West, completed in 2010, involved building an elevated deck for buses, skywalks, and foot overbridges, which significantly improved traffic flow in the area. However, to address ongoing congestion, especially in Thane east, the second SATIS project began in 2018. The project worth Rs 270 crore was launched to reduce the burden on the first SATIS bridge in the west.

The SATIS-ll is being developed in Thane east and includes a circular elevated road link spanning 2.24km being constructed by Thane Municipal Corporation (TMC) to enhance connectivity. This road connects the Eastern Expressway to Thane railway station (east), offering seamless access to the deck area located on Central Railway’s land near platform number 10. Although most of the 2.24km elevated road is completed, the key portion, the railway overbridge (ROB), remains unfinished due to necessary blocks.
