State okays proposal to issue dead, dormant permits to autorickshaws via lottery

The state government has approved the transport department’s proposal to issue dead or dormant permits for autorickshaws through a lottery system. An estimated 47, 000 permits, of which 32,000 are for the Mumbai Metropolitan Region (MMR), will be issued through the lottery system, said transport authorities.

The transport department has issued a set of conditions that drivers will have to abide by to become eligible for the lottery.
The dead permits under the lottery system will be issued to those drivers who have a proof of a 15-year stay in Maharashtra and hold authorised permits. The drivers will also need to know the local language. Those applying for the permits will also have to give an undertaking that they are not employed with government, non-government or private organisations.

For Mumbai, the vehicle for which the permit is being sought, should not be more than a year old, while in the metropolitan region, the vehicle should not be more than five years old. The vehicle will also have to be fitted with electronic meter, radio frequency identity tags, GPS/GPRS and the details of the driver should be registered with the local police and women helpline.
