The revision of the citys Development Plan is set for further delay with the Brihanmumbai Municipal Corporation (BMC) seeking a 2.5- year extension to the contract period for the submitting the draft plan. The draft development plan was scheduled to be submitted in June 2011,however,administrative delays have pushed the date to December 2013.
The current DP is being revised for the period 2014 to 2034 but this period will now be cut short as the draft plan will itself be completed by December 2013.
The Development Plan department of the BMC sought the extension from the Improvements Committee on Thursday. The committee has withheld its consent for the time being. Corporators criticised the BMC for its lax approach and also questioned the basis on which such an important exercise was handed over to a private party.
The DP has seen several delays. First the appointment of the firm to draft the plan was delayed and later the work could not take off as the appointed consortium of French and Indian companies,Group SCE Limited,expressed its desire to withdraw citing financial constraints. After deliberations,the agreement was signed on April 20,2011,over two years after the letter of intent was issued and more than four months after the standing committee approved the Rs 4.5-crore contract.
Less than a month ago,the consultants had said that they are unable to sustain the project financially. Then how was the consensus reached on April 20? Is the important DP being compromised because the officials want to favour some vested interests? BJP corporator Manoj Kotak asked.
Deputy Municipal Commissioner Rajendra Vale said a presentation on the execution of the plan will be made for the corporators.
