Praja Report: Cong’s Amin Patel top performing MLA, followed by Sena’s (UBT) Sunil Prabhu and BJP’s Manisha Chaudhury
The performances were assessed on the basis of attendance during the Assembly session, quality of questions asked, usage of area development funds, as well as factors pertaining to education qualifications and police complaints.

In a performance survey of all 29 legislators in Mumbai, city based NGO—Praja Foundation—has ranked Congress’s Amin Patel as the top performing MLA, followed by Sunil Prabhu from Sena (UBT) and Manisha Chaudhury from Bharatiya Janata Party (BJP).
Patel is a legislator from Mumbadevi, while Prabhu is from Dindoshi and Chaudhury is from Dahisar constituency.
The performances were assessed on the basis of attendance during the Assembly session, quality of questions asked, usage of area development funds, as well as factors pertaining to education qualifications and police complaints. Candidates were given an aggregate score against 100, based on these parameters, and for every new FIR lodged post 2019 against a legislature, a negative marking of five marks was imposed.
Patel’s aggregate score was 82%, Prabhu’s was 81% and Chaudhary’s was 75%. Alongside these three legislators, BJP’s Ameet Satam and Parag Shah were included in the top five performing MLAs.
Meanwhile, Sena’s Sunil Raut, Sadanand Sarvankar and Dilip Lande were identified as the worst performing legislators.
The assessment survey also revealed a decline in Assembly sessions by 34% since 2011.
“Comparing Assembly session days from previous terms, the 12th Legislative Assembly (from winter session 2011 to winter 2012) met for 58 days, the 13th Assembly (from winter session 2016 to winter 2017) met for 57 days, while the 14th Assembly (from winter session 2021 to winter 2022) met for only 38 days. These Assembly session days in a similar period dropped by 34% from the 12th to 14th Assembly,” said Milind Mhaske, CEO of the Foundation.
