The civic administration has tagged 243 buildings as dangerous and highly dilapidated in a pre-monsoon survey 197 are private buildings and the other 46 municipal. The structures fall in the C-I category of highly dangerous,in dilapidated condition and extremely dangerous for habitation.
Of the identified buildings,82 are in the island city,76 in the western suburbs and 85 in the eastern suburbs. The maximum dilapidated structures (private buildings) were identified in Andheri east (23),Goregaon (17) and Govandi and Mankhurd (13).
We have directed ward-level officials to issue notices to all the buildings which are on the list. Residents or owners are asked to undertake repairs before the monsoon sets, said D M Phase,BMCs City Engineer.
According to a senior official,In many cases,we serve notices to the owners and tenants on priority basis to vacate the structure or carry out urgent repairs. But usually there is resistance from residents to vacate or even initiate repairs. While the civic administration claims that the process to serve notices is in full swing and will be completed before monsoon,it is unsure of how many will finish repairs or vacate the premises.
Data available with the BMC shows that of the 272 buildings tagged dangerous last year,only 31 were evacuated and three demolished until August. Residents of the remaining buildings continued to live in dangerous conditions.
In a pre-monsoon meeting of senior civic officials and the suburban collector earlier this month,the BMC said strict action will be taken against errant owners and tenants. We will give them a notice to repair or evacuate the premises,but if they refuse we will take the help of the police or file a case against them. They also have the option to go for redevelopment of the building, Assistant Municipal Commissioner Aseem Gupta had said.
According to a senior civic official,although the BMC is empowered to take polices help to evacuate residents forcibly and shift them to transit camps,usually politicians do not allow it.
