In a bid to make functioning of the Principal Controller of Defence Accounts (PCDA) of the Indian Navy more transparent and less cumbersome,the department installed an information kiosk and a teller on its premises on Tuesday. The kiosk will enable individuals as well as vendors associated with naval projects to access their personal accounts and keep up to date with precise information on their payment schedules or salary advances and personal claims.
The information kiosk system will display the status of personal claims,status of third party claims for the benefit of units and firms,expenditure report and balance of allotment. The same facility is planned to be installed in the seven sub offices within this financial year. The move is expected to enhance experience of over 40,000 civilians who work with various defence establishments in the city.
The navy has a total budget of Rs 20,000 crore and the Coast Guard has a budget of Rs 2,000 crore. My job is to not only make payments but also inform vendors and individuals on the status of their payments. It will also make the process more transparent in terms of capital expenditure if a link is provided between the progress made on a particular project and the payment made to the vendor responsible for executing the project, said S N Mishra,Principal Controller of Defence Accounts (PDCA) (Navy).
Another feature that was installed on Tuesday was a single point teller machine for defence civilians that will act as a point contact for processing and payment of personal advances to individuals. According to Mishra,the new system will take just about 25 minutes to clear the payment to an individual either by cheque or through electronic transfers. Usually the process for salary advances or claims would take a minimum of a week and sometimes even longer, said an official the department.
In countries like the UK and Australia,there is a commitment in their legislature that payment will have to be cleared in five and four working days respectively or else they are tabled in their Parliament, added Mishra,referring to occasional long delays in the current system.
The armed forces are also likely to evolve along with the changing trends. We have to leverage our technology to improve our support structures so that we remain contemporary and move hand-in-hand with the guidelines on which commercial transactions are made in efficient economies, said Vice Admiral Sanjeev Bhasin,Flag Officer Commanding-in-Chief (FOCC),Western Naval Command (WNC) who inaugurated the kiosks.
Future plans include making services offered by the kiosks available through websites on every individuals computer.
The PCDA made overall payments towards vendor bills as part of its revenue expenditure close to Rs 7,100 crore and spent another Rs 7,806 crore as part of its capital expenditure for current financial year.
