Civic and state agencies will no longer be able to approach the local police station for police deployment during demolitions in the city. In a move aimed at breaking the alleged nexus between policemen and builders,a new circular issued by the Mumbai Police Commissioner states that all applications for police deployment for demolitions will first have to be forwarded to his office along with a full report by the senior police inspector and zonal Deputy Commissioner of Police (DCP) concerned.
The circular issued on June 1 laid out several instances for applications for police deployment by agencies like the BMC,Collectors office,Mumbai Metropolitan Region Development Authority (MMRDA) and Maharashtra Housing and Area Development Authority (MHADA).
The circular states that all agencies requiring police deployment will have to approach the local police station four to five days before the scheduled demolition. The agencies will have to provide details of the area where the demolition has been scheduled,the nature of encroachment,details of the persons to be affected,details of other parties involved,and other inputs.
According to the circular,the senior inspector of the police station that has been approached will have to forward the details to the zonal DCP office. A full report will have to be submitted to the Commissioners office by the DCP three days before the demolition,along with details including number of personnel required and possible law and order problem scenarios. The Special Branch of the Mumbai Police,the city polices intelligence wing,will also forward inputs in a separate report.
Officers working under the Commissioner of Police will then draw out the final plan for the deployment of personnel during the demolitions.
DCP Nisar Tamboli,the official spokesperson for the Mumbai Police,confirmed that the circular has been sent to all police stations in the city.
The circular has been sent and is in force. Unlike earlier,when police deployment was provided by the local police stations,all agencies that require deployment will have to approach the local police,which will then forward the application to the higher-ups, he said.
Tamboli also said the circular was issued so that chances of law and order problems could be averted.
With the new application approval method in place,we will be able to ensure adequate deployment and also have all details about the areas where the demolitions will occur. That way we will be able to help the agencies better and also ensure that law and order is not affected, said Tamboli.
