MMRDA’s mobilisation policy increases labour strength at Metro work sites

The Mumbai Metropolitan Region Development Authority (MMRDA) has claimed that the labour strength during the last two weeks at the under construction sections of Metro Lines 2B, 4, 4A and 9 has seen an increase of 17 per cent to 37 per cent.
Earlier, there had been shortage of manpower at these worksites. The MMRDA had subsequently launched a manpower mobilisation policy.
The authority introduced a policy requiring contractors to adhere to minimum labour deployment to counter delay and manpower shortages. According to the policy, contractors will incur a penalty of Rs 1 lakh per day when shortage levels are between 25 per cent and 50 per cent. A second penalty of Rs 2 lakh per day for shortfalls above 50 per cent will also be incurred. Contractors are also penalized for failure to adhere to a project’s key dates.
“After the policy was adopted, high-priority sections along Metro Line 4 have witnessed noticeable changes. Contracting firm RAJV-MILAN has hired 60 migrant workers from Odisha and 40 others from Uttar Pradesh,” an official stated. In the next week, another batch of 150 workers is to be brought from Uttar Pradesh.
Officials said prior to the policy initiative, several Metro building packages were reporting either flat or falling labour figures. This led to concerns about timeline disruptions on corridors where trial runs and partial opening were expected soon.
