MHADA announces new lottery scheme for affordable houses in Mumbai, Pune next year
The new lottery scheme is planned between March and June next year for around 20,000 housing units across Konkan, Pune, and Mumbai.

The Maharashtra Housing and Area Development Authority (MHADA) on Tuesday announced a new lottery planned between March and June next year for around 20,000 housing units across Konkan, Pune, and Mumbai, addressing the demand for affordable housing in Maharashtra.
MHADA vice-president and CEO Sanjeev Jaiswal made the announcement during a draw of lots held to select occupants for 2,030 flats in Mumbai, where over one lakh people took part.
The event took place at the Yashwantrao Chavan Centre, where Maharashtra Chief Minister Eknath Shinde and Deputy Chief Ministers Devendra Fadnavis and Ajit Pawar took part virtually.
Housing Minister Atul Save, who spoke on the occasion, emphasised the government’s focus on redevelopment in older areas of the city.
“Those who have not won the lottery this time; we are coming up with another lottery, do not worry,” he said.
Jaiswal announced that the prices of houses under the Economically Weaker Section (EWS), Lower Income Group (LIG), Middle Income Group (MIG), and Higher Income Group (HIG) have been reduced by 25%, 20%, 15%, and 10%, respectively.
“A separate committee appointed by the state government will decide if further reductions are needed,” he said.
The 2024 Lottery was conducted using the Integrated Housing Lottery Management System (IHLMS 2.0), a fully automated system designed to ensure transparency and fairness.
The flats offered are spread across several projects in Mumbai, including locations like Goregaon West, Antop Hill-Wadala, Kopri Powai, Kannamwar Nagar-Vikhroli, Shivdham Complex-Malad, Dadar, and Lower Parel. Of these, 1,327 flats are part of new construction projects, 370 were obtained through redevelopment under specific development control regulations, and 333 flats were from previous housing schemes.
The lottery received a strong response from various income groups, reflecting the significant demand for affordable housing in Mumbai. According to data from MHADA, 47,134 applications were received for the extreme LIG, 48,762 for the LIG, 11,461 for the MIG, and 6,454 for the HIG.
Winners of the lottery will receive provisional offer letters (POLs) from MHADA’s Mumbai board, after which they can proceed with payments for their flats.
Valsa Nair-Singh, additional chief secretary of the housing department, said, “This lottery process is fully automated and non-manual, ensuring complete transparency. With over a lakh applicants, it is clear that people trust MHADA and have high expectations from us. I am confident we can meet both. We’re not just providing homes, but also building communities in the city,” Singh said.
MHADA also announced that some key housing projects are progressing, including one for policemen at Vartak Nagar, Thane, and projects across 27 other locations with approvals from the Housing Minister and the Commissioner of Police.
The redevelopment of Bombay Development Department (BDD) Chawls is underway with Phase 1 at Naigaon and NM Joshi Marg set to complete by May-June 2025.
The MHADA is awaiting notification as the special planning authority from the urban development department to go ahead with Kamathipura redevelopment master plan and tender documents that are ready. The Patra Chawl redevelopment project has tenders floated for 2,500 houses with completion expected by 2027.
