A preliminary inquiry conducted by the Mumbai police into the association between former head constable Dharmaraj Kalokhe and alleged drug peddler Shashikala Patankar alias Baby, as well as the events leading to his arrest, has revealed that dismissed police officer Ashok Dhavale, arrested in 2011 for possession of drugs based on Patankar’s tip-off, allegedly played a key role in facilitating Kalokhe’s arrest.

Sources told The Indian Express that Dhavale, who had been looking for a chance to get even with Patankar for getting him arrested, hatched the plan, along with two other policemen who are at present under the police scanner.

According to the sources, Dhavale was a senior inspector with the Worli unit of the Mumbai police’s anti-narcotics cell in 2001, and the two policemen — Yashwant Mane and Parte — were constables working under him at the time. After Dhavale’s arrest and subsequent suspension in 2011, he kept in touch with Parte and Mane and also kept abreast of Patankar’s movements.

“After mephedrone was declared illegal under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, Patankar asked Mane if he could keep it safe for her in exchange for money. Mane agreed but soon, thereafter, Patankar met Kalokhe, with whom she had had an affair in the past, and asked him do the same. Kalokhe agreed and Patankar gave him the drugs. When Mane learned about this, he confronted Kalokhe, who brushed him off. Kalokhe and Patankar then left the city together on March 2,” said the source.

Meanwhile, Mane and Dhavale came up with a plan and roped in Parte. Mane and Parte went to Kalokhe’s native place, Khandala, asked around for his house claiming that they had come to pay their respects to his deceased father and identified the house. Parte then told Police Inspector Gautam Gaikwad with the Igatpuri police about the drugs. The idea, said sources, was to get him (Gaikwad) to tip off the police so that Dhavale, Mane and Parte could keep their names out of it.

“Gaikwad provided the information to the Mumbai police but as Kalokhe had taken leave claiming that his father had passed away, it was decided to wait till the traditional 13-day mourning period was over. There was also some hesitation to raid a policeman’s home while the state Assembly was under way. While the Mumbai police waited, Gaikwad passed on the information to the Satara police, leading to the raid,” the source said. “An interim report of the inquiry has been submitted. We are in the process of completing the inquiry,” said Krishna Prakash, Additional Commissioner of Police, South region.
