Sexual assault of 2 girls: CM Shinde asks to install complaint boxes in schools, govt had ordered it 7 years ago

Even as Chief Minister Eknath Shinde on Tuesday asked state’s Education Minister to ensure that a complaint box is installed in every school – in the wake of protests after the alleged sexual assault of two girl students in a school in Badlapur – the state government had directed all the schools to do the same seven years ago.

Maharashtra government’s School Education department had issued a resolution on May 5, 2017 asking all the schools to install a complaint box in their premises and education department’s local administration was responsible to ensure its installation.

According to the CM’s office, Shinde contacted School Education Minister Deepak Kesarkar and asked him to initiate permanent measures to ensure that such incidents do not occur at all.

“The chief minister asserted that if the students and their parents or guardians are having some problems, the school should have a complaint box made available for them. Beside this, it is essential to keenly observe those employees who are always in contact with the students and take a follow- up to get information about their track records,” the CMO statement said.

However, the directions for the same have been given to schools seven years ago.

As per the government resolution of 2017, the box is to open every week in the presence of school principal, representatives of parents/students and police (optional).

“Police must be contacted immediately in case complaints with serious nature,” it said.

It had further clarified that the complainant’s name should not be disclosed.

“A case of sexual harassment of teacher should be kept in front of the women complaint redressal committee. Such case regarding students should be kept in front of school management committee,” it had said.

The responsibility of installing the complaint box was with Supervision Control, Commissioner (Education). Director education (Primary/ secondary and higher secondary) was to take a review of the installation of these boxes and to send a report to the state government.

The directions were applicable to every school in the state.
