LS Speaker Om Birla inaugurates Estimates Committee platinum jubilee meet, calls for stronger fiscal oversight

Lok Sabha Speaker Om Birla on Monday inaugurated the national conference marking the platinum jubilee of the Parliamentary Estimates Committee in Mumbai’s Vidhan Bhavan complex, calling for enhanced use of technology, data analysis and citizen engagement to make legislative financial oversight more effective and future-ready.
The two-day event, held at the Maharashtra Vidhan Bhavan complex in Mumbai, brought together committee chairpersons and members from across the country.
Describing the 75-year milestone as a “significant moment in India’s parliamentary journey,” Birla said the Estimates Committee had submitted over 1,000 reports since its formation in 1950, shaping key national policies in sectors such as health, education, infrastructure, and defence. He cited the committee’s report on Electric Vehicle policy during the 17th Lok Sabha, which led to tax rebates and state-level road tax waivers, as an example of its real-world impact.
Among those present were Rajya Sabha Deputy Chairman Harivansh, Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde, Maharashtra Assembly Speaker Rahul Narwekar, Council Chairperson Ram Shinde, Deputy Chairperson Neelam Gorhe, Assembly Deputy Speaker Anna Bansode, and Estimates Committee Chairperson Dr. Sanjay Jaiswal, along with legislators and committee members from various states and union territories.
Chief Minister Devendra Fadnavis described the Estimates Committee as more than a fiscal watchdog, calling it a democratic tool that shapes government functioning. “In Maharashtra, 65 to 70 percent of the committee’s recommendations are implemented,” he said.
“It compels transparency and discipline in administration,” he said.
Assembly Speaker Rahul Narwekar linked the committee’s work to the legacies of Shivaji Maharaj, Shahu Maharaj, and Dr B R Ambedkar, saying its recommendations reflect the constitutional obligation to promote inclusive and balanced development. “These are not just oversight reports—they are instruments of social justice and fiscal responsibility,” he said.
