After months of administrative delays,Brihanmumbai Municipal Corporation (BMC) has finally moved to appoint a consultant to revise the citys Development Plan,to be implemented between 2014 and 2034. A consortium of the French urban planning and design firm Memoris and Bangalore-based Groupe SCE India Pvt Ltd will prepare a detailed DP over the next 27 months.
Memoris has worked on various international projects before,including one at Tripoli,Libya. As a consortium,the companies have drafted the DP of Bangalore. The proposal to appoint the consultant at a cost of Rs 5.68 crore will be tabled before the Standing Committee on Friday.
The DP will detail land use in the city and prepare for all development over a period of 20 years. Two earlier DPs were drawn up by the BMC,but officials now concede they do not have the expertise or manpower. BMC has also been criticized for poor implementation of the earlier DPs.
The consultants will provide technical as well as manpower assistance in chalking out the new DP, said Chief Engineer (Development Plan) Devendra Desai. Besides preparing a detailed land-use map,the consultant will suggest changes in the Development Control Rules.
Preserving open spaces,improving public amenities,bringing about cluster development to promote affordable housing,housing slumdwellers,preparing for further migration into the city etc.,are some of the major issues that the revised DP will have to tackle. The consultant will also make population projections for 2014,2024 and 2034,and suggest ways to create adequate housing and employment.
