CR in Mumbai records 4,387 cases of alarm chain pulling in 15 months

The Mumbai division of Central Railway has reported 4,387 instances of alarm chain pulling (ACP) between April 2023 and June 2024. This safety mechanism, intended for emergency use, led to the apprehension of 3,741 individuals and the collection of Rs 23.47 lakh in penalties.

Alarm chains are installed in all suburban and mail/express trains to alert the train’s loco pilot and train manager (guard) during emergencies. The proper use of these chains is crucial for passenger safety and maintaining the punctuality of train services. ACP misuse is punishable under Section 141 of the Railways Act, with penalties including imprisonment for up to one year, a fine of Rs 1,000, or both.

A CR public relations official highlighted that passengers often misuse ACP for trivial reasons such as arriving late or alighting/boarding trains at intermediate stations. Across the whole Central Railway — which includes the divisions of Bhusaval, Pune, Solapur, Nagpur, and Mumbai — 11,434 cases of ACP misuse were registered between April 2023 and June 2024. Of these, 9,657 individuals were prosecuted, resulting in the collection of Rs 63.21 lakh in fines.

ACP should only be used in legitimate emergencies, such as fire incidents, health crises, criminal activities or accidents while boarding or alighting trains. Misuse not only disrupts the affected train’s schedule but also delays subsequent trains, impacting the overall punctuality of mail/express and suburban services.

Passengers are encouraged to use alternate means for non-emergency situations, such as seeking assistance from the travelling ticket examiner, dialing Rail Madad on 139 or asking for help from fellow passengers. Additionally, the CR urges passengers to plan their journeys responsibly by arriving at the station at least thirty minutes before their train’s scheduled departure to avoid unnecessary ACP usage.
