The Criminal Investigation Department (CID),Pune,on Tuesday arrested two builders,one of whom had allegedly bought land from noted Marathi writer Vyankatesh Digambar Madgulkar in 1996 and prepared its fake Urban Land Ceiling (ULC) certificate.

The arrested accused have been identified as Chetan Bhadrabahu Gandhi and Ajit Ratanchand Shah.

Madgulkar,who died in 2001,had received the Sahitya Akademi Award for his novel Sattantar in 1983. He was the brother of Gajanan Digambar Madgulkar,who wrote and composed Geet Ramayana.

“In 1996,Shah bought 4,050-sq m land in Dhayari from Vyankatesh Madgulkar. Six years later,he bought a 500-sq m plot belonging to Suryakant Chandrakant Mapari near this one. He allegedly prepared fake ULC order number 1099 in the name of Gandhi,” the CID stated in its remand application.

Both Shah and Gandhi were produced before judicial magistrate first class (JMFC) A G Santani,who remanded them in CID custody till Thursday.

Accoridng to the CID,the two builders had allegedly conspired with another arrested accused — Ram Gopal Mane (57),tehsildar of Solapur,the then ULC record keeper Vimal Ghumatkar (59) and copier Shakuntala Pare (55),who was working at the ULC department on contract,to obtain the fake ULC order. “The ULC certificate was purportedly issued by the then additional collector and competent authority of the Pune Agglomeration Bhalchandra Aawdhal on February 2,1999. The ULC department does not have a record of this certificate,” said deputy superintendent of police (CID) S G Genje in his report submitted in the court.

The CID is investigating 29 ULC scam cases as per the directives of the Bombay High Court. Tehsildar Vivek Pralhad Salunkhe of the office of the additional collector and the competent authority of the Pune Agglomeration are the complainants in the cases.
