With a career in police services spanning almost two decades,Surinder Kumar Kalia,Superintendent of Police (Detective) recently took the charge in the city. Coming from a background in veterinary sciences,Kalia was the first in the family to join the police department. What have been your observations as regards the way crime functions in the state?
The modernisation in the transportation and communication has actually made the crime graph soar. While there is a perpetual hunger for easy money among the youth, who given in to various kinds of addiction, the inflow of migrants creating a demarcation between the upper and lower economic classes, has also been one of the reasons for the spiralling of the crime graph.
What about the organised crime?
We have been able to detect organised crime efficiently. There is a new phenomenon emerging lately. Gangs from outside come into the state and conduct crime and then escape from the state. For instance,we nabbed a gang from West Bengal that was notorious for breaking into showrooms. Since the public transport is easliy accessible, they escape in no time
What are the potential challenges?
What still worries the police is that the people are still not aware of the importance of domestic help or tenents’ verification. I have never come across a single family which had got the address of their domestic help verified by the police. So in the absence of proper details,we are unable to trace the accused. And by the time we are active, the suspect crosses Delhi safely.
So you think people are also to blame for the rise in the crime graph?
It is the duty of the public at large to be vigilant and work in tandem with the police. The police cannot be present everywhere but people are. So even if a person has little information on a crime happening in his vicinity or is a witness to a crime,he or she can dial 100 and inform us. They are assured that their names would be kept confidential. They can send us anonymous letter provided they should have authentic information to share with us.
What are your observations regarding the crime pattern in Ludhiana?
Apart from the petty crimes like snatchings and burglaries which are prevalent in other cities as well, the city witnesses what is known as white collar crimes and frauds. Frauds in the land deals and financial property is also quite common in the city.
Besides, people are also prone to ego clashes here, which is also one of the reasons for violent crimes like murders.
