MC asks for Rs 2,200 cr non-lending aid,World Bank for feasibility study

The MC on Thursday presented a proposal for projects worth around Rs 2,200 crore in front of officials and asked for ‘non-lending assistance’.

Dreams of bankrupt Ludhiana Municipal Corporation which was hoping for approval of Rs 2,200 crore ‘non-lending assistance’ from World Bank were once again shattered for the time being on Thursday when the team from World Bank,New Delhi,which arrived in the city on Wednesday night,first signalled for a feasibility study worth around $3 lakh (almost Rs 1.86 crore).

The team which consisted of Srinivas Rao and Rajesh Balasubramaniam,two top senior officials from World bank,first held a high-level meeting at Zone A headquarters with MC Commissioner Rahul Tewari along with Additional Commissioner Sumit Jarangal,A S Sekhon,Kamlesh Bansal and others.

Later,the team went for site inspection to Balloke Sewerage treatment plant.

Even after spending crores on such detailed project reports (DPRs) on various projects like Buddha Nullah cleanliness and Ludhiana Metro,with zero results in hand,the MC on Thursday presented a proposal for projects worth around Rs 2,200 crore in front of officials and asked for ‘non-lending assistance’.

“Basically,loan is something we need to pay back but here we asked for assistance which does not need to be repaid. As MC is already not in the pink of its financial heath,we were hoping that this will be cleared by them but they first want a detailed study which will be conducted to know if spending such a huge amount on Ludhiana will be worth or not. For this,they have promised to send their officials within a month who will study proposed projects and World Bank will spend 3 lakh dollars on it,” said a source present at the meeting.

The source said that “we asked for assistance from World Bank because MC cannot afford to take such high amount loan as already it has to repay loans taken from Canara Bank worth more than Rs 100 crore for which it has mortgaged properties”.
