The post of technical advisor to Punjab Agricultural University (PAU) Vice Chancellor Dr Manjit Singh Kang has remained embroiled in controversy since its inception two years ago. Now,the post has fallen vacant after Dr P P S Lubana was relieved of the charge. The reason why he was shifted is yet not clear.
He is presently the Dean of the College of Agriculture and holds the additional charge of Director Students Welfare with the responsibility of all the hotels. The task was earlier vested with respective deans of colleges. Dr Lubana also holds the charge of dean,School of Information Technology.
A senior faculty member,on condition of anonymity,said: There are two more posts which can be handed over to Dr Lubana. Dean,College of Agriculture,Dr M S Aulakh retires this month and the post will fall vacant. At the same time,the post of Director Research is also vacant after Dr P S Minhas left. Dr Lubana,known to be close to the V-C,can be given the additional charges.
Meanwhile,this post created in 2008 had brought Dr Kang in direct clash with 1,400 non-teaching staff members of PAU. Dr Lubana was first appointed as secretary to vice-chancellor,a post which belongs to the non-teaching cadre.
Facing stiff opposition,Dr Kang changed this post to technical advisor to V-C and appointed a secretary from the non-teaching cadre. Dr Jagtar Singh Dhiman,additional director,Department of Communications and International Linkages,who is also the official spokesperson of the university,said: It is the prerogative of the V-C and he can appoint anyone to any post. Moreover,it does not really matter where one sits and can continue to assist the V-C.
