UP DGP reviews functioning of IGRS system & cyber crime units

Uttar Pradesh Director General of Police Rajeev Krishna on Monday chaired a review meeting at the police headquarters to assess the functioning of the IGRS system, cyber crime units, Zero Fatality District initiative, and Mission Shakti centres.

The ADGs of zones, IGs of ranges, district police chiefs and commissionerate heads joined the meeting via video conferencing.

A presentation was made on the key recommendations of the recently concluded DGP/IGP Conference in Raipur, Chhattisgarh. The DGP shared the “Strategic Vision of Policing” outlined by the Prime Minister Narendra Modi and the Union Home Minister and issued directives for its effective implementation across the state.

Emphasising prompt citizen service, the DGP instructed that all public grievances must be resolved in a timely and qualitative manner at the police outpost level. He said the grievance redressal process should remain sensitive, transparent and result-oriented, and stressed the need for fixing clear accountability of outpost in-charges.

Reviewing the state’s cybercrime response, the DGP noted that systematic action, training and capacity building had increased the lien percentage from 17% to 24% between September 1 and December 7. He directed that complaints lodged on the NCRP portal be reviewed every half hour in all three shifts. All districts, he added, should aim to achieve a lien percentage of over 40% next month. He also called for faster implementation of technical interventions such as IMEI blocking and disabling fake mobile numbers to raise the “cost of committing cybercrime.”

The DGP said the Zero Fatality District action plan had helped reduce road accidents by 15% between November 7 and December 7. In districts with inadequate highway patrolling vehicles, he directed that NHAI PRV vehicles be integrated into patrolling to strengthen accident-prevention measures.

On Mission Shakti centres, the DGP instructed that constables visit villages and urban localities to inform women about the centres’ functioning and available services. He stressed that the police must adopt a highly sensitive and empathetic approach at all stages of grievance handling and enhance coordination with assessment teams, counsellors and the DLSA.

The DGP further ordered stringent legal action against those involved in cow smuggling, cybercrime and other organised offences. He said financial transaction trails of such offenders must be probed thoroughly to uncover entire networks and dismantle their economic base.

He added that a revised inspection proforma aimed at improving the quality of inspections by gazetted officers would be issued soon. Under the state’s zero-tolerance policy, firm, effective and continuous legal action against criminals must be ensured, he stated.
