Three months after the bomb attack on minister Nand Gopal Gupta Nandi in Allahabad on July 12,the UP Police has failed to file the chargesheet even against the accused who have been in its custody soon after the incident. According to police,as the Gangster Act has been invoked against the accused,it allows them to file the chargesheet in the case in one year.
Allahabad DIG Bruj Bhushan said,”The 90-day limit for filing of chargesheet against two of the accused in the case Rajesh Yadav and Kripa Shanker Pandey ended today. But,we have invoked the Gangster Act against the accused and this gives us one year’s time to file the chargesheet.”
The bomb explosion outside Nandi’s house took place on July 12 and the Allahabad police arrested Yadav and Pandey on July 15. The failure to file the chargesheet against the accused in 90 days shows the police have not completed the investigation yet.
The Indian Express staffer Vijay Pratap Singh and BSP activist Rakesh Malviya were killed while Nandi and five others were critically injured in the blast.
A case was registered under IPC Sections 120-B (criminal conspiracy),302 (murder),307(attempt to murder),427 (mischief causing damage),429 (mischief by killing or maiming cattle) besides Section 7 of the Criminal Law Amendment Act and 3/5 of Explosives Act.
The DIG said,”The police is collecting concrete evidence against the accused involved in the conspiracy and execution of the bomb blast. It is a tough job to retrieve information from the hardcore criminals who are involved in the crime,but we are on the job.”
Incidentally,the Allahabad police had claimed a breakthrough in the case following the arrest of Yadav and Pandey on July 15. The police had claimed that the duo had named Dilip Mishra,head of the Chaka Block Development Committee,and his associate Mahendra Mishra as key conspirators.
It was alleged that Dilip Mishra had got the attack carried out through one Rajesh Pilot because of old enmity with the minister. Both Dilip Mishra and Mahendra Mishra were in jail in different cases then. Later,the police arrested six more persons,including three from Madhya Pradesh. On October 5,the police arrested Anand Shandilya alias Rajesh Pilot,who had allegedly planned and carried out the blast,from Mumbai. He is now being interrogated.
