The state government has appointed the Ghaziabad Development Authority (GDA) as the nodal agency for three automated mechanised multi-level car parking projects proposed in the town. For the past 1.5 years,Awas Bandhu has been working as the nodal agency for these projects,but no developer had been appointed for the same.
The three multi-level car parking projects are part of Integrated Urban Rejuvenation Plan (IURP) aimed at developing urban infrastructure in seven major towns of the state. The three parking lots in Ghaziabad are proposed to be developed at Kaushambi,Vaishali and Raj Nagar District Centre.
Government has decided to appoint GDA as the nodal agency for the infrastructure projects. The decision was taken as almost all the prospective bidders for the projects are based in Delhi and NCR,where they can communicate with GDA, said Narendra Chaudhary,vice-chairman,GDA.
The contract agreement has to be signed between the developer and respective development authority. But when Awas Bandhu was nodal agency for these projects,bidders had to approach the Awas Bandhu for every query they on the project and there was a communication gap between the bidder and the development authority, said an official in the state Housing and Urban Planning department.
Automated mechanised multi-level parking proposed at Kaushambi will be of capacity 500 and its estimated cost is Rs 36 crore. About 2,250 sq metre area has been earmarked for the project on the main road connecting Meerut and Delhi via Anand Vihar.
Similar multi-level car parking proposed in Vaishali would be developed on a 4,375 sq metre area earmarked along National Highway 58 near Dabur Crossing. Its capacity would be 700 and estimated cost Rs 46 crore. Another parking at Raj Nagar District Centre (RDC) near Metro Station would be of capacity 300 and its cost is Rs 47 crore.
The development of the project is on design-build-finance-operate-and-transfer basis under which the developer will operate the project for 35 years.
GDA received the letter for appointment as the nodal agency for these projects three days ago. Soon,bidding would be start and Request for Qualification (RFQs) invited, said Chaudhary.
To make the project viable,the state government has decided to provide land to the developer free of cost on a token lease rent and the concession period would be for 35 years.
