DMs to set up help centres to answer Census queries

The state Directorate of Census Operations has directed all district magistrates to set up help centres at district headquarters and block offices and launch helpline numbers to answer Census-related queries and complaints arising during the second phase of Census 2011 beginning February 9.

The state Directorate of Census Operations (DCO) has directed all district magistrates to set up help centres at district headquarters and block offices and launch helpline numbers to answer Census-related queries and complaints arising during the second phase of Census 2011 beginning February 9.

During the second phase,the actual population will be enumerated. In the first phase,enumeration of houses was completed in June.

The field survey in the second phase will be conducted between February 9 to 28 and the collected details scrutinised from March 1 to 5.

The helpline numbers and help centres will be operational from February 1 to March 5.

Census supervisors and enumerators could contact these help centres or helpline numbers for their queries related to the Census process,field survey or if they face any confusion in filling up the enumeration form. Ctizens can also contact them to register their complaints if enumerators have not reached their homes or if they have missed the headcount.

The state DCO office has asked the district magistrates to send the list of helpline centres by January 15. The DMs have been asked to deploy trained Census officers,master trainers and Census clerks at each help centre and helpline numbers.

“During enumeration,enumerators or supervisors could face problems regarding demarcation of their enumeration block. In that situation,they should approach the helpline centres where trained officials would guide them,” said Pradeep Kumar,Joint Director,DCO.

For Census survey,all districts have been divided into 3.52 lakh enumeration blocks,with each containing 125 to 150 houses.

The queries and complaints received from enumerators and public will be noted down on different registers at every help centre. The registers will also contain information related to the replies given to the queries and action taken on complaints.

“These records will be used to monitor the progress of enumeration exercise. At the conclusion of the field survey,these registers would be sent to the DCO office along with other survey reports,” said an official.
