A proposal from the Ministry of Home Affairs to induct police officers from state services into the IPS cadre through a Limited Competitive Examination (LCE) has been opposed by provincial police services of various states,including Uttar Pradesh.
The Central government proposal,which was circulated to all states for their opinion in the matter,aims to tackle the shortage of officers in the IPS cadre. The state has 335 IPS officers against a sanctioned strength of 404.
The proposal suggests induction of 130 IPS officers through Civil Services Examination and 65 through the LCE over the next 10 years. State cadre officers with a minimum of five years service and below 45 years of age would be eligible to take the LCE,which will be conducted by the Union Public Service Commission (UPSC).
The PPS Association of UP has rejected the proposal. The office-bearers of the association will meet state DGP Karamvir Singh later this week to convey their reservations on the matter. They will request him to see that the state government does not accept it.
Association president Jugul Kishore said,I have talked to our counterparts in seven states so far and we will contact others soon. We are also seeking an appointment with Union Home Minister P Chidambaram.
Kishore said the proposal is not viableh for senior officials in state cadres as they would not be able to compete with junior officers in a competitive examination. This could lead to a humiliating situation in which junior officers will get into the IPS while senior officers will remain in provincial service,he said.
According to Kishore,the problem is compounded by creation of ex-cadre posts by the state governments against the State Deputation Reserve. In UP,there are 71 SDR posts against the sanctioned quota of 55.
The syllabus for the examination would include conceptual and practical aspects of policing and internal security,besides general studies and writing skills.
The proposal also includes appointment of 50 IPS officers,on contract,from specialised fields including IT,communication,finance and human resource management for non-district force postings.
The proposal has been drawn up by a retired IPS officer Kamal Kishore and Professor S Ramnarayan of the Indian School of Business (ISB),Hyderabad,on the MHAs instructions. They were asked to assess the shortage of officers in the IPS cadre and draw up a recruitment plan until 2020.
