After investor summit, UP govt tells 28 depts to get work started

With several agreements signed between Uttar Pradesh departments and private players at a global investors’ summit in Lucknow last month, the focus has now shifted to getting work done on the ground.

To this end, the state government has written to 28 departments, including Noida and Greater Noida, making it clear that within the next six months, land must be allotted and construction should have begun on the projects.

Total Memorandum of Understandings signed are worth Rs 33.50 lakh crore, out of which the government is planning to start projects worth 5-6 lakh crore.
UP’s Infrastructure and Industrial Development Department has written to 28 departments of the state, wherein they have been given a target for “grounding of the investment” in the Memorandum of Understandings (MoUs) signed during the summit. Grounding is the allotment and registry of the land and commencement of construction work for the proposed project. “To achieve the target of Rs 5-6 lakh crore, it would be appropriate to take action for hand holding, sanctioned/allotment of land regarding the MoUs received for the project of about Rs 10 lakh crore,” states the letter dated March 9 by Infrastructure and Industrial development commissioner Manoj Kumar Singh.
“In this regard, I have been directed to ensure necessary action by identifying such projects, which can commence in the next six months after due examination of the MoU received in the department as per the target set,” states the letter.

The letter states that the government has decided that action should be taken to start the project related to the MoUs up to Rs 5-6 lakh crore on the ground under its first phase of the implementation.

Out of all the departments, Uttar Pradesh State Industrial Development Authority (UPSIDA) has been allotted the highest target of Rs 1.60 lakh crore, around 50 per cent of the MoU signed with the department, for the groundbreaking ceremony. Similarly, the Department of Additional Sources of Energy, IT and Electronics, and Urban development department have got the target of Rs 1 lakh crore each for grounding of projects.

Apart from this, the housing department has got the target of Rs 80,000 crore; New Okhla Industrial Development Authority (NOIDA) has got Rs 60,000 crore target; Department of MSME and Export Promotion got Rs 50,000 crore target; Greater Noida Industrial Development Authority (GNIDA) got Rs 40,000 crore target and Yamuna Expressway Industrial Development Authority (YEIDA) got the target of Rs 35,000 crore.

Department of Energy (Rs 30,000 crore), Tourist Department (Rs 30,000 crore), Handloom and Textile Department (Rs 25,000 crore), Uttar Pradesh Expressways Industrial Development Authority (Rs 15,000 crore) and Gorakhpur Industrial Development Authority (Rs 10,000 crore) are some other departments, which have been given target for the grounding of the investment.

Animal Husbandry department has the lowest target of Rs 1,000 crore and technical education department has been given Rs 3,000 crore target to realise the MoUs on the ground.

During global investors summit 2023, held at Valmiki Main Hall of Vrindavan Yojana in Lucknow, the state government received the investment proposal worth Rs 33.5 lakh crore and the MoUs were signed. The government has claimed that with this investment, 93 lakh jobs will be generated.
