To ensure gender-neutral practices, transparency, DoE set to bring common seniority list for teachersThe department, as per its recent official communication, has proposed to prepare a common seniority list after merging the bifurcated lists into a unified list across cadres.

With an aim to bring greater consistency in promotion, inter-cadre movements, and policy implementation across all levels, the Directorate of Education (DoE) is undertaking a comprehensive review of the senior management framework of its teaching personnel, said officials.

As per the existing norms, male and female employees of various cadres are listed separately under the Trained Graduate Teachers (TGTs) and Post Graduate Teachers (PGTs). The department, as per its recent official communication, has proposed to prepare a common seniority list after merging the bifurcated lists into a unified list across cadres.

“This bifurcation, which has existed for several decades, is now being reconsidered in light of evolving service jurisprudence, the need to promote gender-neutral practices, and to ensure uniformity and transparency in service-related matters,” read a circular issued dated June 30.

The circular added, “This initiative is intended to bring greater consistency in promotion, inter-cadre movements, and policy implementation across all levels of the education hierarchy.”

The established promotional hierarchy within the department includes Assistant Teachers or Miscellaneous Teachers, followed by TGTs, PGTs, Vice-Principal, Principal, Deputy Director of Education, and Additional Director of Education.

A common seniority list for a cadre would refer to the officers working on the same scale of pay, which is revised periodically.

The DOE has sought the views on the merger proposal, the methodology to be adopted, the proposed effective implementation date, and any additional relevant issues from employee associations, unions, and individual employees.

These written representations are to be submitted to the Establishment branch that handles cadres. The branch is also responsible for compiling and examining these submissions and forwarding them with recommendations to the Secretariat Branch for further consideration.

Assuring that the feedback will be carefully considered for preparing the common seniority list, the department has also said that it will accept submissions till July 21.
