PM-ABHIM: Delhi to ink pact with Centre next week to implement healthcare project

PM-ABHIM is a central government scheme that aims to strengthen public health infrastructure to respond to future pandemics and outbreaks. Under this, it was decided to upgrade 553 existing mohalla clinics to U-AAMs, apart from opening an additional 413 U-AAMS.

On January 17, the Supreme Court stayed the Delhi High Court order of December 24, 2024, asking the GNCTD to sign the MoU by January 5, 2025, irrespective of the Model Code of Conduct coming into force in the run-up to the Assembly elections. The Delhi government is set to sign a Memorandum of Understanding (MoU) with the Ministry of Health and Family Welfare on March 18 to implement the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), under which the government will operationalise Urban Ayushman Arogya Mandirs (U-AAMs) in the city, officials said on Thursday.

As per the approval received under PM-ABHIM in February, as many as 1,139 Urban AAMs will be set up to cater to Delhi’s primary healthcare needs.

The Delhi government, under the previous Aam Aadmi Party, had chosen not to implement the scheme. However, the All India Institute of Medical Sciences (AIIMS) director, in a report dated December 10, 2024, stated that the scheme was being implemented only for diagnostic labs at the Indira Gandhi Hospital on a pilot basis.

In February, the BJP government told the Supreme Court that it had decided to go ahead with the implementation of PM-ABHIM in the national capital.

Advocate Jyoti Mendiratta, appearing for the Government of the National Capital Territory of Delhi (GNCTD), conveyed this to a bench of Justices B R Gavai and P K Mishra while seeking permission to withdraw a plea filed by the erstwhile AAP government, challenging the Delhi High Court order asking the government to sign an MoU with the Centre to implement the scheme.
