Plan in works to decongest Outer Ring Road stretch from Modi Mill to IIT flyover
According to a senior PWD official, the project was first proposed in 2016 but never took off. But now the officials are expecting to resume the project to decongest the stretch to provide relief to commuters.

The Public Works Department (PWD) has submitted the Outer Ring Road Integrated Corridor Redevelopment Plan to the government for financial sanction approval. The includes the integration of the Modi Mill flyover into the Kalkaji flyover and the construction of two new half-flyovers.
According to a senior PWD official, the project was first proposed in 2016 but never took off. But now the officials are expecting to resume the project to decongest the stretch to provide relief to commuters.
The key aim was to decongest the Outer Ring Road (ORR) stretch — starting from the Modi Mill flyover to the IIT Delhi gate intersection near the flyover. With an increase in population, houses, and vehicles, the stretch sees constant bottlenecks, said officials.
The 7.2-km-long ORR stretch is used by more than two lakh vehicles on average, including both light motor vehicles and heavy vehicles like tempo and trucks, every day.
There are six elevated corridors on this stretch at Khel Gaon, Savitri Cinema, Chirag Dilli, Kalkaji, and Modi Mill (Okhla ) flyover.
“So, under this plan, the proposal is to widen the existing flyovers and integrate the existing flyovers on this 7.2-km-long stretch. Presently, Kalkaji and Savitri Cinema flyovers provide connectivity towards IIT but those coming from IIT and going towards Okhla face problems as there is no parallel flyover. So, two half flyovers will be constructed here,” said the officials.
The stretch near the Kalkaji temple is said to be particularly congested during the festive season.
Officials also added that the proposed plan has been approved by the road engineering authority— Unified Traffic and Transportation Infrastructure (UTTIPEC).
The estimated cost of the project earlier was around Rs 250-300 crore, and now it is Rs 400 crore, said officials.
The ORR stretch is one of the prominent stretches for the people living in South East Delhi area and it is surrounded by upscale residential localities like Greater Kailash, Pamposh Enclave, and Panchsheel Enclave, among others.
“Currently, there are around eight traffic signals and intersections at a distance of every 500-600 metres. These intersections provide connectivity to surrounding areas like Okhla Industrial area, Sukhdev Vihar, CR Park, Kalkaji Temple, Nehru Place, and Greater Kailash. Once, the financial approval comes and tendering process for the project will begin. Once constructed, all the traffic signals will be removed and the flyovers will be integrated and the entire stretch goes signal-free,” said a senior PWD official.
As per plans, Modi Mill Flyover will be widened by 2 m on both sides; and back-to-back U-turns will be provided for connectivity to nearby places, said officials.
Once approved and executed, the project will help cut the time between Modi Mill or Okhla to IIT by 15-20 minutes. Traveling to the airport from South East Delhi and neighbouring cities like Faridabad and Gurgaon will also be more convenient.
