Previous Delhi Chief Ministers appreciated the need to maintain cordial relations with the Lieutenant Governor and Union ministers and were always willing to collaborate and convince the Union to help the Government of NCT of Delhi overcome differences, said former chief secretary PK Tripathi Friday.
He added that such collaboration led to a resolution of challenging issues like power sector reforms, water sharing with states, hosting the CWG 2010 Games, and upgradation of urban infrastructure even in the teeth of opposition from the DUAC.
He was speaking during a panel discussion at the launch of a book, ‘No Dream is Too Big’, by retired IAS officer GG Saxena. The launch was organised by the Delhi Administration Officers’ Academic Forum and Prabhat Prakashan at the India International Centre.
Tripathi stressed that there is a need to build trust between the Union and Delhi government and between the political executive and bureaucracy. “The Government of NCT Delhi was created as a halfway house between a State and a Union Territory while it was granted a legislature and a Cabinet headed by a CM to legislate on all subjects except land, police and law and order. Its powers to legislate and execute were subject to supervision and concurrence of the L-G. In case of a difference, the issue is to be decided by the President of India on the basis of a recommendation by the Union Home Ministry,” he said.
