Municipal houses to meet next week,no word yet on commissioners’ appointment

The process of appointing commissioners for the three new municipal corporations has been delayed once again.

The process of appointing commissioners for the three new municipal corporations has been delayed once again. While the file with the three names decided by the Delhi Government to be commissioners has been put in abeyance by Lieutenant Governor Tejendra Khanna,sources say present commissioner K S Mehra is likely to preside over the functioning of the MCD in the interim.

Finding the credentials of one of the three bureaucrats ‘doubtful’,highly-placed sources in the Delhi government have told Newsline that the L-G has asked for an annual confidential report and vigilance report of the said officer before giving the file a final approval. There is doubt over the government’s withdrawal of Debashri Mukherjee as one of the probables.

Mukherjee is a 1991 batch IAS officer from the UT cadre,who was appointed as an officer on special duty in the MCD a month back,with a reasoning that she was to take charge as one of the new commissioners. “Mukherjee’s name was important as the only woman commissioner after MCD trifurcation also promised 50 per cent reservation to women,” a senior official said.

Meanwhile,after a meeting with senior officials of the Delhi government,the L-G has given a go-ahead on the notification to convene the first meetings of the newly-formed municipal corporations on April 30,May 1,and May 2. A senior government official said the administrative processes of the new MCDs will go on even with the appointment of commissioners getting delayed.

Mehra had written to the L-G on Friday,requesting him to appoint a presiding official in the absence of an elected party at the MCD.

“The commissioners need not be appointed in haste,that is going to be a very responsible job. The other functions can carry on with present commissioner K S Mehra presiding over them in the interim,” the source said. The L-G’s office,however,is yet to come out with an official word on the same.

Two of the three names sent by the Delhi government for appointment as commissioners are current additional commissioners in the undivided MCD,Manish Gupta and Janak Diggal. The third name is P K Gupta,who is currently Special Commissioner,Transport and has held special charge of chairman-cum-managing director of DTC in the past.
