The Ministry of Environment and Forests has asked the Ministry of Civil Aviation to revise its Environment Impact Assessment (EIA) of the proposed heliport project in Rohini,West Delhi. It has also asked the Aviation ministry to furnish information with regard to green measures like re-compensatory forestation,water balance chart,noise modeling and solid waste management.
In view of the observations made during the last meeting of the expert appraisal committee,the MoEF has deferred the green-signal to the proposal.
To be constructed by Pawan Hans Helicopters Ltd,the Rs 65-crore helipad is proposed on a 25-acre area in Sector 36,Rohini. The plot has been allotted by the DDA,as per Delhi Masterplan,with no habitation up to 2.5 km.
We are in the process of finalising our proposal and submitting our response to the Environment ministry, Pawan Hans chairman R K Tyagi told Newsline.
The expert committee finalised 33 terms of reference with regard to the project last year,including public hearing for the project and addressing the issues raised. As per the minutes of the committees meeting on May 31,it was noted that the project involves cutting and pruning of about 59 trees,out of which 37 are outside the project site and not under the control of the proponent. Necessary permission shall be obtained for cutting and pruning of the trees both inside and outside of the project site, the committee noted.
The committee highlighted the need for re-compensatory forestation and sought details on water conservation measures and treatment of waste water.
In view of the observations,the proposal is deferred and shall be reconsidered after the above observations are addressed and submitted for reconsideration, said the minutes of the meeting.
The heliport proposal includes construction of an ATC building,fuel tanks and fuel system,as well as navigational aids. The 200-sqm ATC building will house the control tower on the top floor and a Met department briefing room on the ground floor. Four hangars,capable of maintaining the largest helicopter Mi 172,are also proposed.
