Municipal Commissioner K S Mehra unveiled a budget of Rs 6,000 crore for fiscal year 2010-11.

In its annual budget,the Municipal Corporation of Delhi proposed to hike property tax rates by 5 per cent. While the MCD denied that the hike was meant to boost its revenue collection,Newsline takes a look at the civic body’s property tax collection this year

* Municipal Commissioner K S Mehra unveiled a budget of Rs 6,000 crore for fiscal year 2010-11.

* While the civic body expects to earn Rs 6,347 crore next year,it expects the expenditure to be Rs 6,327 crore.

* In the current fiscal,the MCD managed to earn only Rs 4,964 crore — the target was Rs 6,000 crore.

* The lower earnings are primarily due to the low property tax collection — the civic body earned Rs 542 crore as property tax till November 16.

* According to its own estimates,the target of property tax for 2009-10 (Rs 1,400 crore) might not be achieved.

* As of now,the MCD has data of 9.46 lakh taxpayers but it estimates that total number of property owners in the city is three times that figure.

* According to MCD estimates,there are 27 lakh property owners in Delhi.

* Around Rs 800 crore as tax is also due from government and other agencies,including the PWD,the DMRC and the DJB.

* Last month,the MCD announced an amnesty scheme under which penalty and interest for those evading tax since introduction of the new unit area method five years ago will be waived if they pay the amount due from April 1,2004 to October 31,2009.

* If the new plan works,the civic body expects to earn Rs 500 crore more as property tax.

* Till now,however,only 27,000 property owners have come forward to pay their dues — the civic body was expecting 20 lakh people to turn up.

* Now,the MCD has said those who don’t pay their property tax till December 31 would have to pay a penalty of 30 per cent. Also,1 per cent interest will be levied every month till the tax is paid.
