(Express File Photo) Launching a crackdown against “illegal” sale and usage of Chinese kite strings (manjha) in the city, Delhi Police Saturday said it has taken legal action against 44 traders and seized over 100 such rolls in two days.
This comes days after a 7-year-old girl, who was heading to a swimming class along with her father on a scooter, died after a stray kite string slit her throat.
According to data for July 19 and 20, police said they have warned 217 traders and visited over 300 markets so far to contain and curb the usage of Chinese kite strings.
An order issued by Police Commissioner Sanjay Arora stated, “On July 19, Northwest, Rohini, Outer-North, East, Shahdara, New Delhi, South, Dwarka and West districts could not detect presence of Chinese manjha at all. North, Central, Northeast, Southwest, South and Outer districts did not take legal action by registering either FIRs under Section 188 IPC or preparing kalandras under section 5/15 of Environment (Protection) Act”.
The order said on July 20, New Delhi and Southwest district failed to detect such kite strings. “However, there has been improvement in market visits and … in detection by way of registration of cases/kalandras. Seizures, however, remain very poor and unsatisfactory,” read the order.
It was stated that simultaneously with seizures, investigation must be carried out to trace the source. “There is a need for uniformity in taking legal action. Some police stations are registering FIRs under section 188 IPC… and a few police stations are preparing kalandras under section 5/15 of the Environment (Protection) Act,” read the order.
