Despite police claims of adequate presence at Gurgaons toll checkpoints and highways,the midnight incident shows that security is poor along the busy expressway. Lack of proper communication between various stakeholders and bickering over jurisdiction come in the way when it comes to penalising traffic violators.
At the time of the shooting,policemen were not present anywhere near the Khekri Dhaula toll checkpoint. The Bolero driver sped away and authorities are now relying on CCTV footage of the shooting at toll cabin number 11.
A drive past most of these toll gates reveals no presence of PCR vans and interceptors,especially at night.
Police officials at the Manesar police station admit that they do not have enough vehicles to be stationed at all toll gates and along the highway stretch. Although there is a police man posted at the toll plaza,many a time he has been found missing.
The shooting incident has prompted police to position two interceptors on the expressway to enforce lane driving and security.
We have got vital clues after seeing the CCTV footage. We will tighten the security at these places and add more policemen at toll points, said Joint Commissioner of Police Alok Kumar Mittal.
On the issue of penalising lane violators,police said that due to a dispute between D S Construction (which manages the toll gate) and the National Highway Authority of India (NHAI),violators are not fined at the toll plazas.
But officials of D S Construction told Newsline that they had requested for traffic policemen to be stationed for issuing challans but there was no response.
We have marshals posted at the toll gates to ensure vehicles stick to their lanes. But commuters do not take them seriously. Moreover,these marshals cannot issue challans, a company source said.
Pandey came from Rewa to Gurgaon in search of work
Toll collector Umesh Kant Pandey,who was shot dead at the Khekri Dhaula toll plaza,was from Rewa in Madhya Pradesh. Police said he is survived by his two brothers and parents. One of the brothers,who was handed over his body on Friday,works at an industrial unit in Manesar.
