The governing body of Delhi Universitys Kirori Mal College has decided to ask the college principal Dr Bhim Sen Singh to go on leave while a retired High Court judge conducts a fact-finding inquiry into his alleged culpability in certain cases including a teacher agitation against the semester system.
The inquiry will also look at the circumstances which led to a show-cause notice being issued to him by the University administration,over his absence in college on January 2,2012,the first day of the current semester,when the University Vice-Chancellor and his team visited the college.
The inquiry is to ascertain facts regarding the role of the principal in the teacher agitation against implementation of the semester system and the large-scale absenteeism of teachers and the principal himself on January 2 (2012),when the college reopened after the semester break. It is a decision of the governing body,though the University has played a role by sending a note to the chairman after the Vice-Chancellor and his team visited the college and pointed out the issue, Baleshwar Rai,Chairman of the college governing body,said.
During a visit by the Vice-Chancellor,Dr Dinesh Singh,and his team on January 2,it was found that timetables were not ready and classes were not in session in many North Campus colleges including Hindu College,Daulat Ram College and Kirori Mal College. Dr Bhim Sen Singh was one among those who were issued a show-cause notice.
Singh had also faced suspension in 2010,when there were protests against the semester system in the University. The University had accused him of not implementing the semester system in Kirori Mal College. The governing body had not suspended him then as there were no facts available. The inquiry is to ascertain the facts, Rai said.
The governing body took the decision during its meeting held on March 3.
As is the usual procedure,the governing body has also decided to ask the principal to go on leave during the inquiry period and the vice-principal will take charge during his absence,Rai said.
No charges have been framed against the principal yet. This is fact-finding enquiry. Charges will be filed as per the results of the enquiry, the chairman said.
Dr Bhim Sen Singh refused to comment.
