Keshav Chandra named NDMC chairperson, V Candavelou new Goa chief secretary
Former Andaman chief secretary Keshav Chandra’s transfer to Delhi is likely to be followed by several significant postings across the central AGMUT pool of bureaucrats, sources said.

The Ministry of Home Affairs (MHA) on Wednesday appointed former Andaman chief secretary Keshav Chandra as the new chairperson of the New Delhi Municipal Council (NDMC).
A 1995-batch Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre IAS officer, Chandra takes over from former Delhi chief secretary Naresh Kumar, whose tenure at the helm of the civic body that administers municipal services to Lutyens Delhi, came to an end in August this year.
Sources said Chandra’s transfer to the national capital was the first among several significant postings across the central AGMUT pool of bureaucrats just around the corner.
In another order, the MHA appointed 1997-batch IAS officer Dr V Candavelou as the new chief secretary of Goa, filling one out of three such vacancies across the board. Candavelou takes over from 1991-batch AGMUT cadre IAS officer Puneet Kumar Goel following his transfer to the National Commission for Scheduled Tribes earlier this month.
Meanwhile, senior IAS officers from the 1992 to 1997 batches of the service are in the running for significant posts. These include secretary, Department of Personnel and Training, after the post fell vacant following the repatriation of 1989-batch Haryana cadre IAS officer Vivek Joshi to his parent cadre and the chief secretary posts in Mizoram and Andaman.
According to bureaucratic sources, appointments to these posts were “likely from officers currently serving in Delhi” either at the Centre or in the Delhi government.
