Inspector says his complaint against SHO was suppressed

The investigation into a serving Delhi Police inspector’s complaint against his former SHO at Lahori Gate police station has revealed that the complainant was made to run from pillar to post before he eventually managed to lodge a complaint with the Anti-Corruption Branch (ACB), which started a preliminary enquiry into the issue.
The complainant, Inspector Jagmender Dahiya, is currently posted at Begumpur police station. He had filed a complaint against Rajendra Kumar, then SHO of Lahori Gate police station. Dahiya had alleged that Kumar was pressuring him to drop a case against an arrested hawala operator after taking the name of Joint Commissioner of Police Mukesh Kumar Meena. “I had submitted my complaint to the President, Prime Minister’s Office, Home Ministry, Delhi Chief Minister, Delhi Lieutenant Governor and Delhi Police Commissioner. But no one has taken any action against Kumar, who is currently posted as SHO at Paharganj police station,” Dahiya told The Indian Express.
Dahiya alleged that his complaint was kept under wraps as the SHO managed to convince his senior officers and hide the complaint from his superiors. He had also submitted a complaint against Kumar before a city court, demanding registration of First Information Report (FIR) under Section 156 of CrPC.

A preliminary enquiry started by the ACB has revealed that Dahiya had worked for only one month at Lahori Gate police station and was sent to district lines after a businessman, whose associates were arrested by Dahiya, had filed a complaint against him with the Deputy Commissioner of Police (North) Madhur Verma. “Dahiya was given a clean chit in an inquiry conducted by ACP (operations) Subhash Tandon and he was later transferred to 1st Battalion of Delhi Police,” a source said.
The Indian Express has accessed the Daily Diary (DD) entry of last year’s at Lahori Gate police station where Dahiya had made an entry after arresting the hawala operators. However, Dahiya had not mentioned any senior officer’s name or anything against his SHO Kumar for pressuring him to drop a case against arrested hawala operators.
“The first DD entry was made on June 21 where Dahiya had written that he apprehended one Sabir-ur-Rehman with Rs 15 lakh in his Santro car. Rehman was a driver and was coming from Naya Bazar in Old Delhi. After detaining him, Dahiya informed Deputy Director of Income-Tax department
M Sharma and handed over the accused along with money to him,” a police officer said.
Another DD entry was made on July 4 when Dahiya arrested three persons along with Rs 13.60 lakh in their Swift Dzire car. “Three persons, Anuj Agarwal, Rajiv Jain and their driver Pawan were arrested by Inspector Dahiya and four constables from Lahori Gate area. After their arrest, Dahiya informed Deputy Director of Income-Tax Rohit Kumar and in the meantime, SHO Kumar also came to the spot. After seeing the money, Dahiya along with SHO Kumar left the spot and the Income-Tax officials seized the money. However, the complainant party was not happy with the investigation and they made some allegations against police,” sources added.
Investigations have revealed that on the same day, one Sonepat-based businessman, Abhishek Agarwal, approached SHO Kumar and submitted a complaint against Dahiya and one constable Sandeep for lifting around Rs 5 lakh from their Swift Dzire car.
