The High Court-ordered mediation process between the Delhi University Vice-Chancellor’s team and the Delhi University Teachers’ Association on the issue of implementation of the semester system at the undergraduate level broke down on Friday in its fourth session. This comes ahead of Monday’s hearing in the court.

The DUTA has been protesting against the introduction of the semester system by the V-C. While hearing an application by the DU,the court had earlier ordered both parties to find a solution through talks.

The DU had asked that the DUTA be told to withdraw its appeal,which asked teachers to prepare timetables according the annual system.

The DUTA has maintained that its appeal is not binding on the teachers,and the decisions to prepare science timetables in the annual mode was taken by staff councils of individual colleges.

After three rounds of talks,the University counsel had on July 21 asked for more time from the court to take the talks forward. The plea was granted and was seen as a willingness to eke out a deal that would suit both parties.

Sources said that things had gone downhill in the fourth session after this positive gesture.

The talks reportedly broke down over the accusation from the DU officials that the DUTA was going ahead with its “action programme” even as the talks were on.

“We had suggested that the semester experiment be tested at a limited level before expanding it to larger courses. The idea was to implement the system in three or four smaller courses and study the impact,” said DUTA counsel Rajeev Tiwari.

DUTA President Aditya Narayan Misra declined comment,saying that the matter was sub judice.
