Taking note of alleged harassment being faced by vintage car owners from agencies enforcing anti-pollution norms in the Capital, L-G V K Saxena on Tuesday asked them to desist from impounding and scrapping such vehicles.
The L-G Secretariat, while writing to the commissioners of the Transport Department and Municipal Corporation of Delhi to desist from impounding and scrapping bonafide vintage vehicles, also asked them to ensure that their enforcement wings do not take coercive action against such vehicles registered under the Ministry of Road Transport and Highways of India (MoRTH).
“Acting on a representation made by the Heritage Motoring Club of India, highlighting that their vehicles are being impounded by the authorities and requesting clarificatory orders in this regard, the L-G had asked his Secretariat to issue appropriate directions,” an official said.
“It is evident from the representation that MoRTH, vide notification dated 15.07.21, has issued enabling provisions for registration of vehicles which are 50 years old or more as vintage vehicles,” Saxena wrote.
He added, “Subsequently, the Transport department… had ordered for allotment of common series ‘DLVA’ for vintage vehicles… Now, guidelines… have been issued by the department on the basis of which end-of-life vehicles are impounded by various agencies and scrapped at scrapping facilities by authorised scrappers.”
Saxena expressed concern regarding coercive action and impounding of vintage vehicles, directing “registration of antique cars/vehicles as vintage vehicles subject to fulfilment of conditions”.
