As Delhi Jal Board eyes revamp, Water Minister Parvesh Verma says new software module to monitor projects

The Delhi Jal Board has decided to leverage technology to ensure daily monitoring, clear accountability, and on-time completion of projects, Water Minister Parvesh Verma said.

To ensure that Delhi Jal Board (DJB) projects are completed on time and to prevent any delays, Delhi Water Minister Parvesh Verma on Monday announced that a real-time project monitoring software module was in the pipeline.

Verma’s statement was made against the backdrop of the civic agency planning a major revamp that will include strengthening its technical department, entering into long-term private-public partnerships and rationalising manpower, among others.

“The people of Delhi deserve timely services. Project delays erode public trust. That is why we have decided to leverage technology for daily monitoring, clear accountability, and on-time completion. Our goal is transparency, responsibility, and results,” Verma said in a statement.

The module will track the daily status of projects, the accountable officers in charge, and project deadlines, as per officials.

All project updates and data entries will be recorded in a centralised portal, the statement said. “This module will not merely serve as a monitoring tool but actually as a platform to… reduce time wasted in excessive paperwork and enable data-driven decision making…,” the statement read.

Major revamp on the cards

The Delhi Jal Board has planned a major revamp and is exploring various options, including:

· Strengthening the technical department by selecting competent project engineers and agencies. This would be done in collaboration with the National Mission for Clean Ganga and the Ministry of Housing and Urban Affairs. There are also plans to test models in use in other cities and to prepare a long-term master plan.

· Strengthening of systems for project creation, contract management, implementation and monitoring, etc.

· Entering into long-term private or PPP contracts for operation and maintenance.

· Rationalisation of manpower and capacity improvement. Currently, the DJB has 422 vacancies against the sanctioned strength of 1,106 engineers and 12,915 vacancies against the sanctioned strength of 23,695 employees.

· Financial empowerment and faster processing of financial decisions.

· Necessary regulatory provisions for different types of enforcement.

· Streamlining customer service and grievance redressal mechanism.
