The Delhi government is developing a software to map all the land its owns.

To be called ‘Delhi Asset Management Information System’, the software will map and compile data on these plots owned by different departments and government agencies, including their size, location and current status – whether they have been encroached upon, contain any type of settlement or building or are lying vacant.

A senior official said the government has asked all departments, including the Public Works Department, Irrigation and Flood Control Department, Delhi Urban Shelter Improvement Board, Delhi Jal Board and others, to submit details of the land or property they own. (See box)

For this, the IT Department has been tasked with developing the software, said officials.

“Details on the shape of the plot, demarcation status, road connectivity or distance from the nearest road, custodian of the land, and any proposed development plan have also been requested,” said the official.

“Once all departments submit the data, the IT department will compile and upload the same in the software,” the official added.

Officials said the main objective is to compile data and documentation of the land owned by the government. “Once the data is compiled, the government can easily make future plans. For instance, if the government thinks there is a need to construct a school or hospital in a particular ward or district, it can look up this software, prepare a proposal and execute the plan in a timely manner,” said the official.

“Several departments are currently working from congested spaces. With details of its plots and properties available, the government can build new offices, schools, colleges, hospitals, parking facilities and more,” the official added.

The official further said that with the help of the software, the government will get to know about encroachments. “It will get to know how many of its properties are encroached upon, what are the kind of encroachments – whether they are occupied by the homeless or slums or resettlement colonies – and for how many years.”

With this data, the official said, it will be possible for the government to make plans to rehabilitate the encroachers to a different place with better amenities.
