Delhi: As PWD eyes optimisation, panel to study restructuring, rationalisation of posts

In a major administrative move, the Public Works Department (PWD) is planning to create new divisions and redistribute the workload of the existing circles, divisions, and sub-divisions.

The department has formed a seven-member high-level committee, headed by the engineer-in-chief, to study the restructuring of divisions, circles, and sub-divisions of the department. This committee will also provide recommendations regarding restructuring, rationalisation of positions, and optimal use of resources.

According to officials, the PWD at present has five zones — North, South, and East, Flyover, and the Project zones. Besides there are over 400 divisions, sub-divisions, and circles, which look after civil works, road maintenance, electricity, CCTV cameras, flyovers, projects, buildings, education, and health, among other matters.

“Principal Secretary PWD is pleased to constitute a committee to study the restructuring of circles and divisions and sub-divisions of PWD, GNCTD, depending on the workload of all divisions/circles, sub-divisions. The committee will comprise the Engineer-in-Chief, Chairperson, Chief Engineer (East) Member, Chief Engineer (North) Member, Chief Engineer (South) Member, Chief Engineer (Health) Member, Director (Personnel) Member Secretary and Deputy Secretary (Admn) Member,” read the order.

It added, ” As per the analysis of workload on all circles or divisions and sub-divisions viz-a-viz existing sanctioned posts, the committee shall give its recommendation for transfer of underutilised posts or posts having less workload to other division/sub-division, closure or creation of new division and structural changes required, if any.”

The PWD has directed the committee to submit its report within 20 days after it was constituted.
