Hutments of 45 Bhoomiheen Camp slum dwellers demolished as their pleas were dismissed by Delhi High Court: DDA
Delhi Development Authority said the demolition was crucial for reclaiming DDA land, and for completing housing projects for other JJ clusters in the vicinity.

The Delhi Development Authority (DDA) clarified on Wednesday that it had demolished the hutments of 45 slum dwellers at Bhoomiheen Camp in South East Delhi’s Govindpuri last month as their petitions were dismissed by the High Court.
The DDA stated that the hutments belonged to those petitioners whose names did not exist in the survey list. “This action is crucial for reclaiming DDA land, completing housing projects for other JJ clusters in the vicinity, and preventing further illegal encroachments,” DDA said.
The High Court dismissed a batch of petitions by the 45 petitioners against the eviction and demolition on May 26.
The nearly three-decades-old slum cluster at Bhoomiheen Camp was home to migrants from UP, Bihar, and West Bengal, among others. It had 3,480 households initially, out of which 1,862 households were found eligible for rehabilitation under the DUSIB policy which includes dwellers staying in JJ colonies before January 1, 2015, with documentary evidence of the same with their names in electoral rolls and other such identity documents. These households were allotted EWS flats in Pocket A-14, Kalkajj Extension, and have been living there for more than two years, according to a DDA statement.
The demolition of the jhuggis of these households was carried out in June and July 2023.
From the remaining 1,618 jhuggi structures, 935 were further demolished. But, 683 structures could not be removed due to a Delhi High Court stay against demolition, adjacent jhuggis, and seven religious structures. These stays against demolition were granted by the court while listening to 55 writ petitions, involving 435 petitioners. Petitioners were categorized into six groups, including those not on the survey list, commercial users, minors before 2015, and others.
“DDA remains committed to lawful and inclusive development for the city and is continuously working to provide housing for all and to redevelop JJ colonies, with the objective of ensuring a dignified standard of living for all residents of the National Capital. In continuation of these efforts, the Delhi Development Authority carried out the demolition of jhuggis at Bhoomiheen Camp in May 2025, following the dismissal of related writ petitions by the Hon’ble High Court,” DDA said.
