‘Frame compensation policy for Chinese manjha victims’: High Court sets 8-week deadline to Delhi govt

The Delhi High Court has sought the latest status report from Delhi Police “showing the action taken against those persons who are manufacturing and selling Chinese manjha” from 2017 to 2024.

The Delhi High Court has directed the Delhi government to frame a comprehensive policy for granting compensation to people who have lost their lives and limbs in accidents due to the use of Chinese manjha, the glass-coated synthetic/nylon strings used in kite-flying.

A single judge bench of Justice Subramonium Prasad in its April 29 (Monday) order said that it is “pained to note” that despite various court orders directing initiation of steps to ensure that the glass-coated synthetic/nylon strings are not sold in the market, a “number of persons are losing their life and limbs because of Chinese manjha year after year”.

Justice Prasad, thereafter, said, “It appears that the policy has yet not been framed by the government. Status report on behalf of respondent/Delhi Police has also not been filed”.

The judge, thereafter, directed the Delhi Government to frame the compensation policy and file it in court within eight weeks. The HC also called for a latest status report from the Delhi Police “showing the action taken against those persons who are manufacturing and selling Chinese manjha from the year 2017 to 2024”.

The matter is next listed on August 23. The order was passed in a batch of petitions pointing out four incidents in 2021 and 2022 in which young people met with fatal accidents caused by the strings slitting their throats while riding motorcycles. The petitioners had also sought compensation from the Delhi Government and also for ensuring strict compliance with advisories and directions.

On August 9, 2023, the HC had directed the Delhi Police to file a status report regarding action taken against those people who are manufacturing and selling Chinese manjha. The Delhi Government was also directed to file a comprehensive policy for grant of compensation for people who have lost their life and limbs due to such accidents.
