Less than a year after the Delhi High Court rapped Delhi University (DU) for defacement during student elections, the university has issued a detailed set of anti-defacement guidelines, as it gears up for the Delhi University Students’ Union (DUSU) elections, scheduled for next month.
Under the new guidelines, no banner, posters or notice are allowed to be pasted on the walls of the college. DU has also banned the use for vehicles in colleges, for canvassing during the polls.
The guidelines also specify that “no candidate shall be permitted to make use of printed posters, printed pamphlets, or any other printed material for the purpose of canvassing”.

The anti-defacement measures also extend to spaces beyond the campus gates. “Candidates shall not paste handmade posters on any public property,” the notification warned, adding that “no candidate shall write on walls or any other property within or outside the college/institution/university campus”.
The notification added that failing to abide by the guidelines “will be treated as an act of indiscipline and will invite strict disciplinary action”.
The university linked the new guidelines to the larger goal of preserving order during the polls. It specified that the instructions aim to ensure “the process of elections is conducted in a free, fair and peaceful manner without causing any inconvenience to the academic environment”.
According to the notification, DU will also constitute a committee in each college to monitor the enforcement of the anti-defacement measures.
