The role of DPI(S) Samwartak Singh was also under a cloud. However, the former DPI was given a clean chit by the police in its report prepared by then SP Madhur Verma.

The 256-page chargesheet was filed against mastermind Jolly and his accomplice Hardev Singh in the district courts,Sector 17,in November 2009. The name of the DPI was never included in the chargesheet.

Police investigation revealed that Jolly and the ex-DPI (S) 5had exchanged more than 150 calls with each other within a period of two months.

Investigations were handed over to CBI when a Sector-47 resident approached the Punjab and Haryana High Court seeking a CBI probe. The UT Administration had relieved Samwartak Singh from the charge of DPI(S) after the case. Singh was also sent back to his parent cadre Haryana.
