19-year-old teacher’s death: Internet suspended in Haryana’s Bhiwani, Charkhi Dadri amid protests

The Haryana government said the suspension aims to curb the spread of misinformation via WhatsApp, Facebook, Twitter, and SMS, which could be used to mobilise agitators.

Amid widespread protests over the death of a 19-year-old playschool teacher in Haryana, the state government has suspended internet services in Bhiwani and Charkhi Dadri districts for two days.

According to an order issued by Sumita Misra, Additional Chief Secretary (Home), the internet suspension, which began at 11 am on Tuesday, will remain in effect till 11 am on Thursday.

The teacher’s body was discovered in a field in Bhiwani’s Singhani village on August 13, two days after she reportedly left the playschool. Her family has refused to receive the body, demanding the arrest of those responsible.

In response to escalating tension in the region, services including mobile internet (2G/3G/4G/5G/CDMA/GPRS), bulk SMS (excluding banking and mobile recharge), and all dongle services provided on mobile networks—except voice calls—in Bhiwani and Charkhi Dadri districts have been suspended. All telecom service providers in Haryana have been directed to ensure compliance.

The government said the order was issued “after taking utmost care of public convenience by exempting individual SMS, mobile recharge, banking SMS, voice calls, internet services provided by broadband and lease lines of corporate and domestic households, thus not affecting the commercial/financial interest of the State and basic domestic needs of individuals.”

In her order, Misra noted: “It has been brought to my notice by ADGP/CID, Haryana and Deputy Commissioner, Bhiwani and Charkhi Dadri vide their requests dated 19.08.2025 that there is an apprehension of causing tension, annoyance, agitation, damage of public & private property and disturbance of public peace & tranquility in the district Bhiwani & Charkhi Dadri.”

The order further stated: “There is a clear potential of disruption of public utilities, damage to public assets and amenities and disturbance of public law and order in district Bhiwani & Charkhi Dadri on account of misuse of internet services by way of spread of inflammatory material and false rumours, which are being/could be transmitted/circulated to the public through social media/ messaging services on mobile internet services, SMS services and other dongle services.”

The government emphasized that the suspension aims to curb the spread of misinformation and rumours via platforms such as WhatsApp, Facebook, Twitter, and SMS, which could be used to mobilize agitators and demonstrators, potentially leading to “serious loss of life and damage to public and private properties by indulging in arson or vandalism and other types of violent activities.”

Following the agitation, the police registered a murder case against unidentified persons. On Monday, protest marches were held in Bhiwani, Hisar, Fatehabad, Jind, Rohtak, and other parts of Haryana.

Meanwhile, citing key evidence, including forensic analysis of the viscera, the police have stated that the woman may have died by suicide. The Opposition Congress has continued to demand a probe by the Central Bureau of Investigation (CBI) into the case.

The woman’s father, meanwhile, rejected the suicide theory. “My daughter won’t die by suicide even though the administration is saying so. I don’t accept this argument,” he said, alleging that the administration tried to exert pressure on the committee coordinating the agitation, which in turn tried to exert pressure on him.
