Rajesh Khullar again appointed Haryana CM Saini’s chief principal secretary
Former senior IAS officer Rajesh Khullar was earlier appointed as Saini’s chief principal secretary, with the rank and status of a cabinet minister, but in the latest order cabinet minister status has not been mentioned for him

Haryana government on Monday late night appointed former IAS officer Rajesh Khullar as Chief Minister Nayab Singh Saini’s chief principal secretary.
“His appointment will be co-terminus with the term of the Chief Minister or until further orders, whichever is earlier. Rest of the terms and conditions of his appointment will be issued separately,” mentions an order issued by state chief secretary TVSN Prasad. However, the order has not mentioned the rank and status of a cabinet minister for the officer like a previous order.
Earlier, in a surprising move, the state government on Friday night kept on hold its order appointing Khullar as Saini’s chief principal secretary, with the rank and status of a cabinet minister.
Khullar’s appointment was announced on Friday. However, just a few hours later, state Chief Secretary T V S N Prasad issued another letter stating that the orders regarding the appointment of the chief principal secretary to the CM are kept “in abeyance till further orders”.
The development comes after Saini took charge as the new Haryana chief minister on Friday, a day after his swearing-in ceremony.
A 1988-batch IAS officer, Khullar retired on August 31, 2023, after 35 years in the civil services. A day after his retirement, he was appointed as chief principal secretary to the then CM Manohar Lal Khattar. Then, Khullar was appointed in place of chief principal secretary to the chief minister, D S Dhesi, a former state chief secretary.
Khullar worked as principal secretary to CM Khattar for almost five years before moving to the World Bank in 2020. Here, he was appointed executive director in Washington DC for three years. He chaired the World Bank Group’s Committee on Development Effectiveness. He was also a member of the Global Environment Facility Council, representing Nepal and Maldives, in addition to India, Bangladesh, Bhutan and Sri Lanka. In February 2023, Khullar was repatriated to his parent cadre, Haryana, at the request of the state government.
Khullar graduated from Panjab University with a master’s degree in physics in 1984. He also holds a master’s degree in public administration from the National Graduate Institute for Policy Studies (GRIPS), Tokyo.
