From selling straw, weighing trucks to becoming Punjab’s richest legislator: here’s MLA Kulwant Singh’s rags-to-riches journey
Various properties linked to AAP MLA Kulwant Singh are being raided by the ED on Tuesday in connection with an ongoing probe into the Pearl Agrotech Corporation Limited (PACL) case.

From weighing trucks on a platform in Zirakpur to winning the Mohali Assembly seat for the Aam Aadmi Party, MLA Kulwant Singh, 63, whose properties across Punjab are being raided by the Enforcement Directorate (ED) Tuesday, has come a long way. At present, he is Punjab’s richest legislator with assets reportedly worth around Rs 1,000 crore.
Singh was born into a Ramdasia Sikh family in Rupnagar district’s Samana Kalan village on November 1, 1961. His father served in the Army. Having moved from his village to Zirakpur early on, Singh spent three years working at a weighing facility for heavy vehicles. He also sold wheat straw, going from street to street on horse-drawn carriages.
Political foray
Kulwant Singh’s political journey began in 1995 when he represented Ward 21 in the Mohali Municipal Council elections and served as senior vice-president of the council. From 2000 to 2005, he held the position of president of the municipal council. In 2015, when Mohali was upgraded to a Municipal Corporation, he was appointed its first mayor.
In 2014, Singh contested the Lok Sabha elections from Fatehgarh Sahib on an SAD-BJP ticket but lost. In March 2022, he was elected to the Punjab Assembly from the Sahibzada Ajit Singh Nagar (Mohali) constituency on an AAP ticket.
As a businessman
A real estate entrepreneur and social worker, Kulwant Singh is the Managing Director of Janata Land Promoters Limited (JLPL), a company with a turnover of Rs 1,500 crore. He played a key role in developing sectors 82, 90, 91, and 94 in Mohali.
Singh was behind Punjab’s first mega housing project which was approved in 2002 during Captain Amarinder Singh’s tenure. JLPL owns plots, residential areas, and carries out various projects across Punjab and Himachal Pradesh.
